On June 12, the US government did something with no precedent: export controls on a commercial AI model. Claude Fable 5, Anthropic’s frontier LLM, was ordered off-limits to foreign nationals. Anthropic couldn’t verify nationality in real time, so it shut the model down for everyone. June 30, controls lifted. July 1, Fable 5 is back globally on Claude.ai, Claude Code, Claude Cowork, and the Claude Platform.
Why the government stepped in
Amazon researchers found a jailbreak that got Fable 5 to hunt software vulnerabilities and write exploit code. Anthropic’s fix: a new safety classifier that blocks the technique in 99%+ of attempts, plus a proposed industry framework scoring jailbreak severity on four dimensions. That framework may outlast the news cycle.
API access is back
Fable 5 is live again on the Claude Platform API, with AWS, Google Cloud, and Microsoft Foundry re-enabling now. It’s the top-tier model for agents and coding pipelines. Pro, Max, and Team users get it within 50% of weekly limits through July 7, then it shifts to usage credits.
The real story: the first complete ban-to-restore cycle for AI export controls. 18 days. Precedent set.
