China Implementation Opinions on Intelligent Agents(全球首个 AI Agent 专项监管): the first law that ranks what an agent can decide alone

Most AI rules so far talk about principles. This one talks about permissions. China’s CAC, NDRC and MIIT jointly issued the China Implementation Opinions on Intelligent Agents, enforceable July 15, 2026 — the world’s first regulatory category built specifically for AI agents, not models or chatbots.

What it actually regulates

It’s a government rule, not a product. Before you deploy an agent, you have to sort its decisions into three tiers: human-only, approval-required, and autonomous. The user keeps the final call regardless. Agents in healthcare, finance, transportation and public safety face mandatory filing, compliance testing, human override, and — the part everyone’s watching — product recall provisions if an agent misbehaves.

Why it matters

Every company shipping agents into China now has a compliance surface that didn’t exist a month ago. The framework also sets a target: 70% agent adoption in smart terminals by 2027. So it’s not a brake — it’s a lane. Regulate the autonomy, then push the volume. Expect the US and EU to borrow the tiered-authority idea.
